This is what I'm talking about - the Liberal's track record. They do the same thing every election, and that is hand out a tiny bit of what Canadians want, just to reel in the voters. Then once they've been elected they don't follow through. They've been doing it for years.

I'm not sure which "it" your comment is referring to...
High taxes in Canada has been an issue for years - since, actually, the Liberals started raising them. And I don't know about you, but I don't think it's fair that some people get taxed over 60%.
And it's not even just that, the article shows the Liberal's trend/tactic for gaining votes. Promise things you don't intend to keep. To be fair, however, the Conservatives haven't gotten in in quite a while to not keep their promises.
It's also interesting that a few days after the Gomery report was out Martin just started handing out dollars left and right.
